The Island Almost Free from the COVID-19 Pandemic in 2020

Taiwan closed the border against COVID-19 pandemic in early 2020 against China just after Chinese New Year/Feb 2020. In early March 2020, the Centers of Disease Control (CDC) barred non resident/foreign nationalsfrom entering Taiwan, in order to stop the  spreading of the virus. It was successful as Taiwanese citizens cooperate with the government’s epidemic prevention measures , therefore CDC relaxed the epidemic prevention restrictions and regulations in June 2020. Since then, we can travel freely inside the Taiwan island and between all the offshore islands.

The Outbreak in mid 2021

However, there were two outbreak in 2021. In Jan 2021, one hospital had a domestic infection cluster and in April 2021, an airport hotel had another domestic infection cluster and eventually cause the outbreak to the whole Taiwan island.  At this moment, we are not able to stop the virus entering Taiwan as 2020. On 19th May 2021, the CDC raise the alert the epidemic level throughout the country to level three in the four-tier system till now.

The Impact on Tourism

The impact of COVID-19 pandemic on inbound birding tour is serious. Now every important birding sites in mountain areas are closed due to the level three epidemic alert. Almost all the hotel there is closed, and none can visit these recreation area, including the most important birding location Dasyueshan Forest Recreation Area.

When Will Taiwan Open the Border?

We don’t know. As Taiwan is not recognized as an official sovereign country, we are easy to get the vaccines for many reasons. Also, the near-zero domestic infection situation in mid 2020 to early 2021 makes Taiwanese citizens have a very high standard of safety. We already flatten our curve well within two months but it’s still hard to expect when the CDC will down-grade the alert level and the border restrictions.

Entry restrictions for foreigners to Taiwan in response to COVID-19 outbreak (2021/6/11)

According to the latest news press of Bureau of Consular Affairs, Ministry of Foreign Affairs (MOFA), the MOFA suspend the foreign nationals not holding valid Taiwan (R.O.C.) Resident Certificate entering Taiwan.  Exceptions are being considered on a case-by-case basis for emergencies and on humanitarian grounds.

Nationwide Level 3 Epidemic Alert of CDC Taiwan

  1.  Members of the public must wear a mask all the time when going out. Once a violation of the rule is found, penalties will be imposed without prior warnings.
  2. Leisure and entertainment venues that have been ordered to close must not continue operations, and frequent inspections will be conducted at leisure and entertainment venues. For those failing to abide by the rule, the business owner, staff, customers and participants of the gathering at the site will face their respective penalty.
  3. Food and beverage vendors should only offer takeout services, and stores and supermarkets should bolster crowd control measures. Members of the public are urged to reduce the frequency of visiting supermarkets/stores and buy more at one go.
  4. Wedding banquets and public memorial ceremonies of funerals are banned.
  5. Religious gatherings or events are fully suspended; places of worship are temporarily closed to the public.
  6. Closure of Leisure and entertainment venues, sports competition and exhibition venues and educational facilities.
  7. All family or social gatherings involving over 5 people indoors or 10 people outdoors (those living together not included) are suspended; avoid unnecessary movement, activities or gatherings.
  8. Self-health monitoring; those with symptoms should seek medical attention.
  9. Business venues and places where personal business is conducted should implement crowd and flow control and enforce the wearing of masks and social distancing.
  10. Workplaces should follow the epidemic prevention rules in the Guidelines for Enterprise Planning of Business Continuity in Response to the Coronavirus Disease 2019, and put individual and work place health management mechanisms into action, as well as measures to maintain business continuity (like working in multiple offices, distance working and flexible working hours).
  11. Enhanced disinfection of public places and public transport.
